Pennsylvania permits a personal representative to proceed pro se. The York County Register of Wills states it directly: 'If you choose to not consult an attorney to represent you through Estate Administration, you may file Pro Se (on one's own behalf) to be named personal representative', and publishes three pro-se filing packets plus the REV-1500 inheritance tax form.

Filing pro se is accepted at the Register of Wills; the PA inheritance tax return (REV-1500) is part of the job either way, and estates with real property or disputes are where counsel pays for itself.

Governing authority: No attorney requirement in the PEF Code (20 Pa.C.S.); Registers of Wills accept pro se filings and publish packets for them. Verified August 22, 2026.
